7 NZTA QMS Requirements WoF Garage Owners Should Double-Check in 2026

NZTA’s October 2026 Model Quality Management System contains some important requirements that even experienced WoF garage owners may overlook. Here are seven worth checking, along with practical ways to make compliance easier.

Running a busy WoF workshop means balancing customer service, productivity and NZTA compliance. Most garage owners understand their Quality Management System (QMS) responsibilities, but keeping records current, completing assessments and following up on outstanding tasks can be time-consuming.

NZTA’s October 2026 Model QMS provides a useful opportunity to review how your garage manages these obligations.

Modern electronic systems, including itsallauto.com’s eQMS™ and eWOF™, can take much of the administration out of maintaining a QMS while keeping important records organised and accessible.

Here are seven areas worth reviewing.

1. Are Your Electronic Inspection Records Properly Backed Up?

NZTA Model QMS reference: Section 5.6, page 18

NZTA requires inspecting organisations to protect their electronic inspection and certification information and maintain appropriate backup arrangements.

Electronic checksheets eliminate many of the problems associated with storing paper records, but garages still need confidence that their information is secure and retrievable.

How itsallauto helps: eWOF™ automatically emails a backup copy of each checksheet to the garage when it is created, providing an additional copy outside the eWOF™ system.

Completed inspections, including photographs and rejection details, are also stored electronically and can be searched when required.

For QMS documentation, eQMS™ allows workshops to photograph or scan existing records, such as equipment service invoices, and store them in the relevant QMS sections.

What to check: Make sure your garage receives and retains its backup checksheet emails, and that electronic inspection and QMS records can be retrieved when needed.

2. Repeated NZTA Performance Reviews Can Cost $184 Per Hour

NZTA Model QMS reference: Pages 5–6

Under NZTA’s Model QMS, the first two visits in a performance review are classified as routine and are not charged.

Third and subsequent visits may be classified as non-routine and charged at $184 per hour, with a minimum charge of one hour.

Additional visits can also disrupt normal workshop operations and take inspectors away from productive work.

A good QMS should help identify problems before they result in ongoing compliance issues.

How itsallauto helps: Instead of relying on someone remembering to check a paper QMS folder, eQMS™ actively highlights missing documents, overdue reviews, inspector records needing attention and equipment calibration requirements.

This helps garage owners keep their QMS current throughout the year rather than rushing to update everything before an NZTA review.

What to check: Review previous NZTA findings and ensure outstanding corrective actions have been completed and documented.

3. Are Your Inspectors Being Given Enough Time to Complete WoFs?

NZTA Model QMS reference: Section 5.8, page 19

NZTA expects inspecting organisations to allow sufficient time for WoF inspections, considering vehicle complexity, available equipment, facilities and inspector experience.

Inspectors should not be pressured into completing inspections within unreasonable timeframes.

However, there is a difference between rushing an inspection and reducing unnecessary administration.

How itsallauto helps: eWOF™ includes an inspector performance dashboard that shows each inspector’s average WoF completion time and compares it with other inspectors using itsallauto across New Zealand.

This allows garage owners to identify inspectors whose recorded completion times are unusually short or long and investigate whether scheduling, training or workshop processes need attention.

Inspection times alone do not establish whether an inspection was carried out correctly, but they can provide a useful starting point for performance reviews.

eWOF™ also reduces administration through automatic brake calculations, preset rejection reasons, vehicle information entry, VIRM search and simplified rechecks.

What to check: Compare your inspectors’ average completion times with the wider itsallauto benchmark and review any significant differences, taking vehicle complexity and working conditions into account.

4. Even Temporary WoF Inspectors Need Induction Records

NZTA Model QMS reference: Section 5.1, pages 16–17

An experienced WoF inspector may understand the VIRM but still be unfamiliar with your workshop’s equipment, inspection facilities and operating procedures.

NZTA’s Model QMS includes induction requirements for new employees and temporary staff covering absences.

These inductions must be appropriately documented.

How itsallauto helps: eQMS™ includes an easy-to-follow Induction Record template, allowing garages to complete and store staff induction documentation electronically without creating forms from scratch.

eWOF™ also provides free inspector refresher training and VIRM amendment quizzes. Completed training results can be recorded automatically in the inspector’s eQMS™ training history, reducing manual recordkeeping.

What to check: Confirm that new and temporary inspectors have completed the necessary induction and that their training records are current.

5. Internal Performance Assessments Can Be Spread Throughout the Year

NZTA Model QMS reference: Section 6.2, pages 22–23

Inspecting organisations must conduct internal performance assessments at least annually, or more frequently where necessary.

However, NZTA recognises that different parts of an assessment can be completed at different times.

Technical assessments may involve observing an inspection, peer observation or re-inspecting a vehicle after the original inspection.

This flexibility allows garages to complete assessments without unnecessarily disrupting normal workshop operations.

How itsallauto helps: eQMS™ includes built-in Internal Performance Assessment templates, providing a structured way to complete and maintain assessment records electronically.

The system also highlights missing records and reviews requiring attention, helping owners track their assessment obligations.

The eWOF™ inspector dashboard and searchable inspection histories provide additional information that may help identify areas requiring further review or training.

What to check: Ensure your annual internal assessments are completed, documented and followed up where problems are identified.

6. Your Duplicate WoF Label Register Can Be Electronic

NZTA Model QMS reference: Section 5.5, pages 17–18

Since 1 April 2025, NZTA has required inspecting organisations to maintain an up-to-date duplicate WoF and CoF label register.

The register must include relevant replacement information, including vehicle details, duplicate label details, reasons for replacement and inspector information.

Although NZTA provides a downloadable template, the provision of a PDF form does not necessarily mean a paper register is compulsory. An electronic register may be appropriate where it meets the applicable requirements.

How itsallauto helps: eQMS™ includes a built-in Duplicate WoF Label Register template, allowing garages to record and retrieve this information electronically.

It also provides electronic controlled-document records for WoF sticker books and other controlled documents, reducing the need for separate handwritten registers.

What to check: Ensure every duplicate label is correctly recorded using the eQMS™ template and that your register contains all NZTA-required information.

7. Corrective Actions Need More Than a Note in Your QMS

NZTA Model QMS reference: Sections 6.1 and 6.2, pages 20–21

Identifying a problem is only the first step. NZTA expects inspecting organisations to document corrective actions and appropriate follow-up.

For example, if an inspector repeatedly records incomplete reasons for WoF rejection, corrective action might include additional training followed by a review of subsequent inspections.

The garage should be able to show what was done and whether the problem was resolved.

How itsallauto helps: eQMS™ includes a built-in Improvement Record template, making it easy for garages to document problems, corrective actions and follow-up activities electronically.

Rather than creating forms from scratch or maintaining handwritten improvement records, garage owners can use the structured template to keep corrective-action information organised and accessible for NZTA performance reviews.

eWOF™ also helps reduce common documentation errors through structured checksheets, preset rejection reasons, automatic calculations and supporting photographs.

Its inspection histories and inspector performance dashboard provide additional information that can help identify recurring problems and assess whether further training or improvements are needed.

What to check: Review your Improvement Records in eQMS™. Can you demonstrate that corrective actions were completed and their effectiveness checked?
